GAO Review of State Traffic Safety Data Systems

The Government Accountability Office (GAO) asked NASEMSO to assign a representative to assist in GAO's review of state traffic safety data systems at the request of the U.S. House Transportation and Infrastructure Committee. Specifically, GAO plans to review: (1) the extent to which state traffic safety data systems meet NHTSA criteria for assessing the quality of traffic safety data (i.e., timeliness, accuracy, completeness, etc.); (2) how states are using federal traffic safety funds to improve their data systems; and (3) what limitations, if any, states face in improving their traffic data systems.

Model Minimum Uniform Crash Criteria Expert Panel

The Governors Highway Safety Association received a contract from NHTSA to update the Model Minimum Uniform Crash Criteria (MMUCC) in 2011. The MMUCC Expert Panel, that will oversee the update process, will meet three times, once in Washington, DC, in mid-April, once at the Traffic Records Forum in Charlotte, NC, in July, and a final time in Washington, DC, in October 2011. In between, panel memberswill be asked to review revisions to MMUCC. Travel expenses will be paid for by the grant. NASEMSO was asked to provide an EMS representative on the Expert Panel, particularly since the panel will be discussing how to collect serious injury data (or at least how to improve the collection of that data).

I-95 Coalition

The I-95 Coalition provides a forum for key decision and policy makers to address transportation management and operations issues of common interest along I-95. The NASEMSO member would need only about an hour a month to perform basic committee monitoring and information sharing. At a minimum, the NASEMSO liaison to the Coordinated Incident Management and Safety Committees would be asked to monitor the committee activities, forwarding notices and project announcements to I-95 states, and providing an update quarterly to the HITS Committee.

  • The liaison to the Steering Committee participates in two meetings per year, which are webcast. The Steering Committee selects projects for funding and is comprised of representatives of all affiliate association members.

  • The Coordinated Incident Management Committee facilitates, supports and enhances the coordination and implementation of interagency efforts in response to major incidents and special events of regional significance along the I-95 Corridor to minimize adverse impacts on the public.

  • The Safety Committee "raises the visibility of safety and integrates safety into Coalition activities to reduce fatalities, injuries and incidents on the transportation system, and ensures the safe movement of people and freight throughout the Coalition region."This committee meets two times a year and has five projects in motion: conduct the StreetSmart Program in the Corridor; Corridor-wide Safety Data Analysis and Identification of Existing Successful Safety Programs; develop a Ten Percenters Program; study crash data reporting methods; and safety task force.
